Ohio Secret Ballot Compromised - Methodology Exposed

Privacy expert James Moyer and data analyst Jim Cropcho have discovered a critical flaw in Ohio’s election system that represents a severe threat to the privacy rights of Ohio voters. Using public records, Moyer and Cropcho can demonstrate how to retrieve an individual’s cast ballot in several affected Ohio counties.

“The existence of this vulnerability represents a betrayal of Ohioans, who deserve to vote in security and confidence, free from concerns that secret ballots can become public knowledge,” Moyer said.

The technique takes advantage of the time stamps found on voting machine paper tapes in conjunction with the serial numbers assigned to the voters, which are recorded by the poll workers in the poll books.

“For all practical purposes, we can accurately decode ballots and match them to the voters in the affected counties, at a high level of accuracy, for 2006 voters and all future elections unless substantial changes are made,” Moyer says. As proof of concept, Moyer and Cropcho have decoded a precinct in Delaware County using public records, for an election held in March 2006. A chart, located in the accompanying press release PDF, is provided to explain the method graphically.

Moyer and Cropcho warn, however, that severe privacy issues remain in any Ohio county where voting machines print a paper trail on a roll. Observers may record which voter used which machine, and then compare that information with the paper tape records, thereby allowing for the electors’ votes to be known.

Thanks for posting this, Pat. I've been conversing on and off with James Moyer for a while now on this. And lest anyone think it's no big deal, consider this: They were able to differentiate that a husband had voted differently than his wife.

Really outstanding work, and yet each time I see things like this I have to shake my head and wonder how citizens can see the problem in two minutes, when the supposedly smart people doing the designing, testing, certification, procurement and implementation never seem to see these things.

On the one hand it's a testomonial to the importance of citizen vigilence. But on the other hand, when taken as a whole, the massive body of citizen research showing that the systems to not comply with basic requirements provides circumstantial evidence that people at the top are corrupt.

Not a lot of details in this... ideally, they'd publish a detailed paper with data, stats and things like how probable their matches are (how sure they have a match), etc. Current systems and procedures definitely don't do well on the privacy front.

I just read this thread. (I have a bad habit of just using "Past 24 Hours")

This is EXACTLY and PRECISELY why continuous roll paper trails are ILLEGAL in Pennsylvania. We didn't need Moyer and Cropcho to figure this out for us. We, as a state, took one look at existing paper trail solutions and decided they were illegal and Unconstitutional, FOR THIS VERY REASON!

So all we have are PAPERLESS DRE's.
