Voter intent, the intention behind the political expresson indicated on the voter's ballot, is an important legal concept that should not be forgotten as debates rage about whether or not technology can meet our needs for an integritous election system.

Here is an article on voter intent and how it played out in a manual recount from our state primary.

That is one of the many shortcomings of EVMs, they don't leave any means of discerning Voter Intent in an attempted re-count. The Voter's

Voter Intent is left in the hands of the Software, and the Princeton Demo Tape clearly illustrates that the Software and Hardware are vulnerable to malicious attack with disasterous potential results for our Democracy.
Voter Intent is absolutely essential in a valid Election. It should be a chief issue in the fight against against un-auditable Electronic Voting Machines (EVMs). There is no way to defend Voter Intent if it cannot be determined by re-count!
This is one of the many reasons we need paper ballots! We cannot surrender our Voting Rights in the face of an all-out assault on The Constitution being orchestrated by the Extreme Right-wing Zealots in control of our Government at this time.
I've distributed the Toolkit Link to every Board I post to and have gotten enthusiastic responses in every case.
