Garybeck on DU has posted about the situation in Vermont, where the SoS has the explicit authority to carry out hand-counted audits of election results at her discretion. (He plans to petition his SoS, which seems like a great idea. Use the laws that are already in place to the fullest advantage.)

There is interest in finding out if there are other states that similarly give the SoS this authority. Does anyone know anything about this?
