All, I have been reading some conflicting information regarding the federal ITA status of the Danaher ELECTronic 1242 voting machine, formerly called the Shouptronic 1242. This much I know: 1) Pennsylvania claims that it is federal ITA approved. 2) Connecticut claimed it was not, and that is the reason CT backed out of its deal with Danaher. 3) The PA configuration (no VVPAT) of the Danaher is different from the CT version (with VVPAT), and different still from the DE version (no VVPAT but with other features) used statewide there. 4) There seems to be some agreement that the Danaher VVPAT solution has not been ITA approved, at least until VERY recently. Is there anyone out there that can confirm whether the base non-VVPAT Danaher has its federal ITA cert? It appears not to have had one as of 6 months ago. In 9 days, three PA counties will be using 1242's without the VVPAT. Kurt |

According to NASED, the Danaher systems are ONLY certified to the 1990 FEC standards: http://www.nased.org/ITA%20Information/NASEDApprovedSystems1.03.pdf http://www.nased.org/NASED%20Qualified%20Voting%20Systems%20031706.pdf Based on research associated with Diebold machines supposedly certified to the 1990 FEC standards -which the Diebold machines do NOT meet- I suspect the Danaher systems also do not meet the FEC 1990 standards; besides, whether the ITA's/NASED issue a number whether a system is 'qualified', I'll bet that -even in PA- the 'certification' is a State activity;such is NOT in the purview of ITA's/NASED so when PA says such is 'federally certified' they are misstating. And if the 3 counties holding elections are not having anything Federal on the ballot, then it is completely a State matter. |

Bruce, PA law requires all systems to have their 2002 ITA certs as a prerequisite to state certification. Besides, U.S. Senate and U.S. House of Reps are on those ballots on May 16. |
