California is 1 of 9 States that have agreements with the Dept. of Justice for '100% 'matching' of voter registration records in meeting the HAVA requirements for such a centralized database.
It's doing so per the SOS office as follows:

The Secretary of State shall enter into a cooperative agreement with the Department of Motor Vehicles, and the Department of Motor Vehicles shall enter into an agreement with the Commissioner of Social Security, to verify the
accuracy of the information provided by the voter registration applicant, specifically:
* the applicant's name ; first name and forename or surname;
* the applicant's date of birth;
* the applicant's social security number;
* whether such records show the applicant is deceased

What the SOS office is trying to do is this:
"develop a database system that will interface with the State Department of Corrections to coordinate records on felony status of voters; with the State Department of Health Services to coordinate records on the death of voters;
with the State Department of Motor Vehicles to verify driver's license,California identification card and social security number information; and,
when practical, with other appropriate databases such as those involving the disability, public assistance, student and other communities;"

So, does anyone know who the other 8 States are? How many electoral votes do these 9 States comprise?
What machines/software are being used for verification?
What are the conditions set for the other 41 States?

I used to be a county election director in PA. The statewide registry module that interfaced with PennDOT and/or Social Security was only instituted since I've been out of the field but I know how PA's works. When the regitrar enters the drivers license number on a voter form, the SURE system accesses the number from the PennDOT files and reports back the name and DOB as it appears in the PennDOT files for that driver's license. It is up to the registrar to examine that name and DOB for a match. That eliminates "false negatives" due to misspellings, hypenizations, imbedded spaces, one digit off DOB's, etc., all the stuff that's causing the headaches in CA.
