Skim forward to 9/14/04 and look at what happens between 9 pm and midnight -- through we have documentation that the system WAS processing votes, and it printed out results reports, which we have copies of -- an event that always shows up in the audit log -- this audit log has three hours deleted. Several different (and conflicting) explanations were offered, such as "there was no activity during that time period". I would need more information to interpret this. Since this is WA I assume this is not a precinct count, so it is expected that counting would continue into the night? Oddly, there seems to be 4 distinct election definitions, each for a different time block. One of these is loaded 5 times. What indicates the end of an election, when no more ballots can be counted? But I see the point that no results printing shows in the log between 21:52 and 02:29. It looks like someone opened an election at 21:52 and did nothing with it. |

Mike, I have more documents to post. These were precinct counts. The counting continued while the audit log was missing items. Even more significant, summary reports were printed. One of the next items I'll post are copies of the summary sheets, time-stamped and signed by Dean Logan, who was at that time King County Elections Chief. I was present during this. I watched as the tabulator continued to upload votes, and I collected the results reports as soon as they were printed. Sorry to be so slow posting the remaining documents; will get them up today. |

About the opening of the election at 21:52 - the system shut down (crashed). They rebooted it. I was an eye witness to this. After rebooting it appears that the system was not doing anything, but that is incorrect. I also witnessed the system uploading results, which they were loading in from the precincts. They were having trouble with the modems (I'll also be posting trouble sheets documenting that) and they brought all the memory cards in and uploaded them directly from optical scan machines in the same office as the GEMS server. They were continuously uploading and they were printing results reports at regular intervals. They did not stop uploading precinct results until about 2 o'clock in the morning. |
