The statements below are prepared talking points trying to explain why Diebold had custody of a San Luis Obispo vote file as of mid-afternoon on Election Day. They did not come up with answers for the last three questions.

Is there any reason NOT to refer this to Jerry Brown (CA AG) for prosecution at this time?
