By the way, I reviewed the protocol above and do not see any mention of securing the unused ballots at the end of the election.

I also see no mention of spoiled ballot storage in a controlled way. To reconcile the number of ballots used vs. the number of ballots received, there must be a record of having verified the number of ballots received, and any unused or spoiled ballots could be used to reconcile the ballots received vs. ballots used, spoiled, and unused.

I don't see any reconciliation procedure mentioned, but perhaps it is taken care of elsewhere (see mention of BALLOT LOG).

Interestingly, "The Moderator shall give the ballot packages to the Ballot Clerks who shall count the number of packages received and complete the BALLOT LOG, as described later."

The extent of verification of the number of ballots received is to count the shrinkwrapped packages of ballots? Does a procedure exist for counting the unused ballots at the end of the evening, or for storing them in a controlled way so as to make them unavailable for possible ballot switching?

Anyone who contested an election would have an impossible time reconciling the ballots. Look no further than the procedures.

In fact, anyone trying to reconcile the ballots on election night would not be able to do so, because the initial count is based on an untested assumption that each shrink wrapped ballot pack contains a certain number of ballots.
