While watching the NH recount unfold, I started looking at NH statutes regarding recounts, and the NH election administration manual for guidance on recount procedurs. Both are not as fully detailed as some other states (and yet, more detailed than others).

I think Minnesota's statutes and recount procedures, in general, provide much food for thought.

The public must be able to see and authenticate these four essential steps for an election to be public, democratic, and valid: (1) Who can vote (voter list); (2) Who did vote (3) The original count; (4) Chain of custody.
